Close to 30 million Americans face limited water supplies, government report finds

Nearly 30 million people are living in areas of the US with limited water supplies as the country faces growing concerns over both water availability and quality, according to a new assessment by government scientists.

The US Geological Survey (USGS), which is part of the Department of the Interior, issued what it said was a first-of-its-kind report last week, with USGS Director David Applegate warning of “increasing challenges to this vital resource.” The Jan. 16 report, based on data from 2010 to 2020, examines not only water supplies but also demand patterns and water quality. The report showed that most of the country had supplies that exceeded demand during the period examined, but worrisome trends were noted.

“Water availability is an issue everywhere in our country and beyond,” Lori Sprague, USGS national program manager for the water availability assessment, said in a webinar presenting the report. “It raises the question – do we have enough water to sustain our nation’s economy, ecosystems and drinking water supplies?”

Among the key findings from the new analysis was that people who are considered “socially vulnerable” have a higher risk of experiencing limited water supplies. Overall, about 27 million people lived in areas where the USGS found a “high degree of local water stress.” And a higher proportion of the people living in those areas were considered socially vulnerable compared with those living in areas of more local water availability, the USGS said.

The report also added to evidence of widespread pollution in waterways across the US Midwest and High Plains regions where worrisome levels of nitrogen and phosphorus concentrations – tied in large part to large animal agriculture operations – can pose a threat to human health.

Deadly refinery leak adds to US toxic accident toll

A Texas oil refinery with a history of environmental violations was the site of a deadly hydrogen sulfide leak last week, killing two people and injuring more than two dozen others and adding to a long list of US industrial accidents US regulators say they are trying to rein in.

The chemical release is also the latest accident at the Houston refinery. The facility has been cited for nearly 2,000 environmental violations over the past decade.

Located in Deer Park, Texas along the Houston Ship channel, the 1500-acre refinery complex is owned by the Mexican oil company PEMEX, which took over full ownership of the facility from Shell in 2021.

The incident at the refinery, which occurred on the afternoon of October 10, killed two PEMEX employees, and at least 35 others were treated on the scene or transported for further medical attention, according to officials.

Hydrogen sulfide is a colorless, extremely flammable, highly toxic gas that gives off a rotten egg odor. Exposure at lower concentrations can cause headaches, dizziness, nausea, irritation of the eyes, throat and respiratory tract and loss of smell, and acute exposure at high concentrations can result in unconsciousness and even death.

“Unfortunately, Texas has a poor track record of forcing petrochemical facilities to take safety and compliance seriously,” Luke Metzger, executive director of Environment Texas, said in a statement. “It makes me wonder if this awful incident could have been prevented.”

New hope for long-polluted communities, but skepticism of Superfund success remains

Jackie Medcalf was a teenager when she moved with her family to a small farm near the San Jacinto River in Harris County, Texas. It felt like a good life, playing in the river and “eating off the land,” as Medcalf describes it.

But the animals quickly grew ill, as did Medcalf, suffering a range of health problems. Her father developed multiple myeloma at the age of 51. Tests of the family’s well water would later reveal contamination with several toxic metals. Testing of the eggs collected from the family’s chickens also found an array of heavy metals. The family was not alone, as others in the area reported similar problems.

There was little doubt about the source of the contamination: The Environmental Protection Agency (EPA) has designated the San Jacinto River Waste Pits as a Superfund site due to dumping in the 1960s of waste from a paper mill containing carcinogens and other types of toxins. The site has been on the EPA’s “National Priorities List” for cleanup since 2008. But 14 years later, those efforts have yet to be completed.

“For decades my fellow community members have unknowingly recreated around dioxin laden pits,” said Medcalf, now a 37-year-oldmother and the founder of a nonprofit that advocates for the cleanup of area’s contamination. “How many more decades must pass before this disaster is remedied?”

The suffering of the Medcalf family is but one story among far too many that are emblematic of the struggles behind America’s Superfund program, which aims to clean up sites around the country contaminated with a range of dangerous industrial toxins.

In February, the Biden administration said it was earmarking more than $1 billion to help clean up those long-standing hazardous waste sites that are jeopardizing the health of communities around the country. The money is to go to new and continuing projects, and is part of roughly $3.5 billion allocated in President Biden’s Bipartisan Infrastructure Law for work at Superfund sites.

In “crucial step”, EPA finalizes rule to reduce cancerous chemical plant emissions

More than 200 US chemical plants face new requirements that should slash toxic air pollution and reduce cancer risks for hundreds of thousands of people living near the facilities, officials said on Tuesday.

The action formalizes a hotly debated proposal by the Environmental Protection Agency (EPA) to cut out over 6,000 tons of toxic air pollution annually. The agency is taking specific aim at emissions of ethylene oxide (EtO), which is used in the production of many products and for sterilization of medical equipment, and chloroprene, used to make synthetic rubber.

Most of the impact would be seen in plants in Texas and Louisiana, as well as in the Ohio River Valley, in communities that have become notorious for high rates of cancer. People living near a chloroprene plant in St. John the Baptist Parish, Louisiana, face a cancer risk 50 times higher than the national average, for instance. The community has been dubbed “Cancer Alley.”

“This final rule delivers on EPA’s commitment to protecting public health for all, especially communities historically overburdened by pollution,” EPA Administrator Michael Regan said in a press conference.

An EPA analysis shows that once the final rule is implemented, “no one will again face elevated cancer risks from EtO or chloroprene emissions from the equipment and processes covered by this rule,” Regan said. He said agency actions would cut the cancer risk for people living near the plants by 96%.

The move is part of a “government-wide commitment to ending cancer as we know it,” he said.

Texas farmers, watchdog group demand EPA act on PFAS in farm fertilizer

In the wake of fresh evidence that US farms are being poisoned by PFAS-laden fertilizers, a watchdog group and two Texas farm families said Thursday they plan to sue regulators to try to force protective actions.

The Environmental Protection Agency (EPA) has violated the Clean Water Act by failing to regulate at least 12 per- and polyfluoroalkyl substances (PFAS) in treated sewage sludge (biosolids) applied to agricultural lands, allege Public Employees for Environmental Responsibility (PEER) and the farmers in a notice of intent to sue sent Feb. 22 to EPA Administrator Michael Regan. Studies have linked these particular PFAS chemicals to asthma, disrupted thyroid hormones, immune suppression, kidney problems, lung issues in children, and other health effects, the letter says.

The agency has also unlawfully failed to include in its regular biosolids reports at least 18 additional PFAS chemicals that scientific studies indicate are present in biosolids, PEER and the farmers allege.

PEER and the farmers will sue the EPA within 60 days if the agency does not take immediate action, said PEER executive director Timothy Whitehouse in the notice of intent to sue.

“EPA has deemed it acceptable for biosolids containing PFAS and other known toxic chemicals to be applied directly to soil as fertilizer, where these man-made contaminants then build up in the environment, exacerbating the PFAS contamination crisis,” wrote Whitehouse. “This is not protective of human health or the environment.”

“Because there are no standards, farmers, ranchers, and gardeners have no warning that they are potentially poisoning their soil, water, livestock, and pets with these biosolid fertilizer products,” Kyla Bennett, director of science policy for PEER, said in a press release. “Prompt, responsible regulatory action by EPA would prevent untold damage and heartache.”

Dead livestock and poisoned water — Texas farmers sue over PFAS contamination

Two Texas farm families have seen their health decline, their pets and livestock sickened and killed, their water poisoned and and their property values wiped out due to high levels of chemical contamination linked to a company marketing treated sewage sludge as a fertilizer and soil conditioner, according to a lawsuit filed by the families.

The lawsuit alleges the plaintiffs’ farms, located near Fort Worth, were “poisoned by toxic chemicals” after a neighboring farmer took shipment of “smoking” piles of biosolids that contained hazardous per- and polyfluoroalkl substances (PFAS) in late 2022.

The PFAS-laced fertilizer was allegedly made by Synagro of Texas-CDR Inc., using semi-solid treated waste obtained from wastewater facilities. The waste, referred to as biosolids, has been promoted as an effective means for turning sewage into useful agricultural applications that can boost crop yields.

The biosolids are supposed to be treated to remove toxins, but PFAS chemicals are difficult – if not impossible – to break down, and are known to persist in the environment. Sometimes called “forever chemicals,” several types of PFAS are known to be hazardous to human health, including some linked to cancers.

Synagro is one of the largest in the biosolids industry, and knew, or should have known, that its biosolid products contained PFAS, according to the lawsuit, which was filed last week in Maryland, where Synagro is headquartered.

Synagro did not respond to a request for comment. On its website, the company calls itself a “partner for a cleaner, greener world” and says it works to “protect the health of the water, our Earth and those who depend on them now and for the future.”

EPA internal emails suggest science took back seat to political pressure in pesticide approval

The US Environmental Protection Agency (EPA) is considering a new approval for a pesticide that would be used on Florida oranges and grapefruits despite the fact that agency scientists have repeatedly found the chemical does not meet safety standards designed to protect children’s health, internal agency records show.

EPA emails suggest that persistent pressure from chemical industry lobbyists, politicians and political appointees led the agency’s Office of Pesticide Programs (OPP) to change its position on aldicarb from one that favored public health to one that critics say instead favored the interests of a North Carolina-based company called AgLogic that is seeking to expand sales of the insecticide. The EPA communications were obtained by the nonprofit Center for Biological Diversity through a Freedom of Information Act lawsuit and reviewed by The New Lede.

In one 2020 email, for example, an EPA regulatory specialist wrote to AgLogic that while the EPA was not yet able to make a safety finding, the agency has “spent time brainstorming possible solutions”. The emails also show that scientists within the agency felt they had to “defend” their concerns about aldicarb as top agency administrators and lawmakers made expanded approval of the chemical a priority.

“What this shows is just how difficult it is for the agency to say no,” said Nathan Donley, Environmental Health Science Director at the Center for Biological Diversity. “They were going to reject it so many times, and [AgLogic] just said, ‘no, no no.’”

The revelations underscore whistleblower complaints made by EPA scientists in 2021 alleging that they have been routinely pressured for years to minimize or remove scientific evidence of the dangers certain chemicals posed to public health.

A risk to babies’ brains
Aldicarb is considered “extremely hazardous” by the World Health Organization and has been banned in more than 100 countries. It also is banned by the Rotterdam Convention, a global agreement to regulate the world’s most hazardous chemicals.

In the US, the EPA found in 2010 that aldicarb posed unacceptable risks to the developing brains of infants and young children, leading German conglomerate Bayer AG to cancel its registration for sales of aldicarb. At that time, the highest risk for infants and children was found to be when aldicarb was used in citrus. Since then, the EPA has allowed AgLogic a limited approval to sell aldicarb for use on cotton, dry beans, peanuts, soybeans, sugar beets, and sweet potatoes. Those uses have been rare, according to US Geological Survey data.

In recent years AgLogic has been pushing for expanded approval to allow the insecticide to be used by farmers on Florida grapefruits and oranges. The EPA did grant the approval in 2021 in the waning days of the Trump Administration, but that approval was overturned by a federal court in response to litigation brought by opponents. Approval was additionally rejected by Florida regulators who found that the continued use of the pesticide posed “an unacceptable risk to human, animal and environmental health in Florida.”

After a renewed effort by AgLogic, EPA approval for aldicarb use on citrus is now under consideration again.

Hazardous chemical accidents happening with “alarming frequency”

Hazardous chemical accidents are occurring almost daily, on average, in the United States, exposing people to dangerous toxins through fires, explosions, leaks, spills and other releases, according to a new analysis by nonprofit researchers.

The report, which was prepared by Coming Clean, in conjunction with a network of environmental and economic justice organizations in the Coalition to Prevent Chemical Disasters, documents what it calls an “alarming frequency” of accidents, and comes a month before US regulators are expected to release final rules aimed at preventing such incidents. It comes one day after an explosion and fire at a Texas petroleum processing plant injured at least one plant worker and triggered evacuations and stay-at-home-orders to community residents.

The report is in line with a prior analysis revealed in The New Lede in February, which reported such incidents were happening approximately every two days. The new report shows 829 hazardous chemical incidents from Jan. 1, 2021, through Oct. 15 of this year, or roughly one every 1.2 days. The report includes revised higher numbers for 2021 not included in the February analysis that reflect incidents at a number of Texas facilities amid extreme cold temperatures in February of that year. The research is based on capturing incidents of chemical spills via monitoring news sources; researchers say the figures should be regarded as conservative because not all of them are reported in the news media.

The majority of the incidents tallied are connected to the fossil fuel industry, including the use, transport, production and disposal of fossil fuels and fossil fuel products, according to the report, which is accompanied by a searchable database of chemical incidents.

“Chemical disasters are happening across the entire chemical supply chain, which depends on fossil fuels for feedstock, energy and distribution,” said Maya Nye, federal policy director for Coming Clean. “So not only are the production of these chemicals contributing to chemical disasters, they are contributing to climate change, and endangering worker and community safety throughout their existence.”

There has been increased scrutiny on chemical accidents in the aftermath of a Norfolk Southern train carrying hazardous chemicals derailing in the Ohio village of East Palestine in February. Emergency crews released toxic vinyl chloride from five cars and burned it to keep them from exploding; residents have reported health concerns linked to the incident.

Wildfire smoke tied to thousands of deaths and billions in economic losses, researchers warn

As hundreds of wildfires continue to rage across Canada, a new study warns that toxic particulates carried in wildfire smoke can lead to more than 4,000 premature deaths in the United States and $36 billion in annual US economic losses.

People living in California, Florida, Texas, Georgia, Alabama and North Carolina could suffer the highest number of premature deaths due to dangerous particulate matter that is distributed by the smoke from wildfires, researchers determined.

The study, “Quantifying the Premature Mortality and Economic Loss From Wildfire-Induced PM2.5 in the Contiguous US,” was published this month in the journal Science of the Total Environment. Researchers from Cornell University, the University of Houston and the Harvard-Smithsonian Center for Astrophysics, as well as researchers from other institutions, co-authored the work.

The researchers based their findings, in part, on analyses of satellite wildfire emission and air quality data gathered from 2012 to 2014.

The paper is the latest addition to research that underscores how environmental concerns tied to climate change are impacting human health.

Pesticides from cattle feedlots may threaten Texas wetlands

Across northwest Texas, from the panhandle south past Midland, nearly 20,000 shallow, watery basins dot the landscape. Locals call them mud holes, buffalo wallows, or lagoons, but they are technically known as playas. As oases in the landscape, these wetland areas act as recharge points for the Ogallala Aquifer and play a critical role in sustaining life in northwest Texas.

Another mainstay of northwest Texas are the cattle farms that sprawl across the flatland. Texas boasts 14% of the nation’s cattle — about 13 million animals — and cattle operations make up more than half the market value produced by Texas farmers, bringing in billions of dollars in sales each year.

But now, new research is adding evidence that pesticides used at cattle feed lots to protect animals from potentially disease-carrying insects may be posing a dire threat to the ecosystems of the playas.

Researchers from Texas Tech University said in a paper published in Environmental Pollution that insecticides known as pyrethroids were detected in sediment from 75% of the state’s playa wetlands. The concentration of pyrethroids detected correlated with the wetland’s proximity to a feedlot — the closer the wetland was to a feedlot, the higher the pyrethroid concentration in the sediment.
